During this last month, the Valencian taxi guild has been assessing the new law that the Generalitat soon intends to issue, named: 12 + 4.
The Taxi Law states that vehicles with a taxi license in the city of Valencia will have to divide their service into two time slots. This way, a taxi driver can work from 6 AM to 2 AM for a maximum of 12 hours; and in case they want to extend the work load, it should be exclusively in the range from 2 AM to 6 AM accumulating a total of 16 hours.
Sentence
Understanding the need to guarantee a balance between taxi services and rental vehicles with driver, the Supreme Court announced yesterday (June 4) the decision that many were waiting for. This consists of supporting VTD companies in order for them to offer 80% of their services in the community where the authorization is located.
Sentence characteristics
In the absence of an alternative by entities of the sector, the Administration keeps, without justifying the proposed limit, 80% as a maximum limit. This will mean an authorization of a VTD license for every 30 taxis. However, other sources insist that it is a limit that can be lowered, giving the option for more than one license for every 30 taxis.As for the material requirements, that VTDs are required to guarantee their quality, those have not been modified, since it is understood that the measures required are the same for all taxis whose ultimate purpose is user safety.
On the other hand, the obligation imposed on companies to have at least seven vehicles in their fleet, has been canceled. It was reduced to one or more vehicles, under the same conditions as before.
Finally, this royal decree contained some conditions that, according to the National Commission of Markets and Competition ,did not favor VTDs in their competition with the rest of urban transportation. However, these aconditions are protected and defended by the Taxi sector and various related groups.
